NOTICE OF RACE
CYPRUS YACHTING ASSOCIATION

1. RULES
The 2010 Laser Masters European Championship will be governed by
a. The Rules as defined in the ISAF Racing Rules of Sailing 2009-2012 (RRS)
b. The prescriptions of the National Authority will not apply
c. The Class Rules (except as altered by the Notice of Race and the Sailing
Instructions),
d. The Notice of Race and
e. The Sailing Instructions
f. RRS 42 will be judged on the water and Appendix P will apply
If there is a conflict between languages the English text will prevail
2. ADVERTISING
1.1 The Organizing Authority may require competing boats to carry event sponsor
advertising on the hull.
3. ELIGIBILITY AND ENTRY
3.1 Competitors shall comply with ISAF Regulations 2010, Eligibility Code.
3.2 Only current fully paid members of the International Laser Class Association and of
an ISAF National Authority may enter the Championship. In accordance with Article
10 of the Constitution of the International Laser Class Association the competitors
shall be a member of the Laser District / Fleet Association, where he / she normally
sails and with the ISAF National Authority of that Country.
3.3 Crew substitution of the registered sailor is not permitted.
3.4 The Championship will be held separately for the Standard Rig and the Radial Rig
and for each age Category. In order to compete in an age category the competitors
shall reach the following ages during 2010:
Laser Standard:
35 – 44 to compete in the Apprentice
45 – 54 to compete in the Masters
55 – 64 to compete in the Grand Masters
Laser Radial:
35 – 44 to compete in the Apprentice Men and Women
45 – 54 to compete in the Masters Men and Women
55 – 64 to compete in the Grand Masters Men and Women
65 or older to compete in the Great Grand Masters Men and Women
Laser 4.7 (women only):
35 and older (all age categories together)
3.5 Entries shall be made by sending the official Entry Form, which can be found in the
website of the Organizing Authority, either by email or by fax, no later than
20.03.2010 to:

The Organizing Committee has the right to accept entries received after the above
mentioned date.
4. ENTRY FEES
4.1 For those paying until 20.03.2010 the entry fees is 180€ and for those paying
between 21.03.2010 - 04.04.2010 the entry fees will be 210€. All payments must be
carried out according to point 4.2 (Methods of Payment) of this Notice of Race.
4.2 Methods of Payment:

(The sail number should be used as reference of the transfer. The receipt

5. REGISTRATION OF COMPETITORS
5.1 Each competitor shall personally register and sign the registration form at the Race
Office from 1000h – 1800h on 24.04.2010 and 25.04.2010.
5.2 During the Registration all participants will be required to show evidence of current
membership of their National Laser Association and the ISAF National Authority and
the minimum third part liability insurance cover of 700.000,00€.
6. SCHEDULE OF RACES

Any race on 30.04.2010, which a warning signal is not given by 1500h will be
abandoned and not sailed.
7. MEASUREMENT
7.1 Boats shall be presented with all equipment that shall be used in the championship,
with the bottom mast, boom and all control lines rigged and with the sail and top
section derigged ready for inspection.
7.2 Measurement will take place at the Measurement Area as follows:
Saturday 24.04.2010 1000h – 1300h and 1400h - 1800h
Sunday 25.04.2010 1000h – 1300h
The measurement time table will be posted on the Official Notice Board. More
information about the measurement procedure will be posted on the Office Notice
Board from 23.04.2010 at the Sailing Centre.
6.3 Wet clothing, measurement and equipment checks may be made throughout the
Regatta at the discretion of the Class Representative, Race Committee or the
International Jury.
8. BOATS AND EQUIPMENT
7.1. All competitors shall use only one hull, one sail, one mast, one boom, one
centreboard and one rudder.
7.2. In the event of damage, boats and equipment may only be substituted with the written
permission of the Regatta Measurer, International Jury or Race Committee.
9. SAIL NUMBERS
Sails shall have the full sail number and national letters in accordance with the Class Rules
and the RRS 2009-2012. The national letters shall denote the National Authority of which the
sailor is a member in accordance with RRS 75.2 and with the 3.2 entry regulation as
described in this NoR. This changes RRS Appendix G.1.1.
10. SAILING INSTRUCTIONS
The Sailing Instructions will be available as from 24th of April 2010, at 1000h, at the
Registration desk and in the website www.cya.org as from that date.
11. VENUE AND RACE OFFICE
1.2 The 2010 Laser Master European Championship will be held from 24.04.2010 –
30.04.2010 at the Sailing Centre in Limassol (Amathountos Str. 21, 4532 Ayios
Tychonas) and sailed on Limassol Bay.
1.3 The Race Office is located on the 1st Floor at the Sailing Centre in Limassol.
12. RACING FORMAT AND COURCES
1.4 There will be a separate start for the Laser Standard and for the Laser Radial. If there
are 5 or more participants in the Laser 4.7 they will also have a separate start
otherwise they will start with the Laser Radial. The Race Committee has the right to
form fleets composed of one or more age categories of the same rig for starting.
These will be described on the sailing Instructions according to the number of
participants in each category.
1.5 If there are a large number of participants in a category, they will be divided into
further fleets. The Organizing Committee has the right to determine the number of
participants to create the fleets. These fleets will be composed in order to form fleets
of approximately equals. The Sailing Instructions will describe the fleet’s composition
procedure. There will be no qualifier and final series in this case.
1.6 Trapezoid course will be used with Inner and Outer Loops and an upwind finish. The
target time for the first boat in each race will be 60 minutes.
13. SCORING
1.7 The Low-Point Scoring System (RRS Appendix A) will apply.
1.8 A minimum of 2 completed races are required to constitute the Championship
1.9 A maximum of 10 races will be sailed
1.10 Two races are scheduled per day, back to back. The Race Committee has the right
to add one extra race per day if the number of races is behind the schedule.
1.11 When fewer than 4 races have been completed, a boat’s series score will be the total
of her race scores.
1.12 When from 4 – 7 races have been completed, a boat’s series score will be the total of
the race scores excluding her worst score.
1.13 When from 8 - 10 races have been completed, a boat’s series score will be the total
of her race scores excluding her two worst score.
1.14 There will be separate rankings for each Standard and Radial Categories:
· Laser Standard Apprentice, Master and Grand Master
· Laser Radial, Apprentice Men, Apprentice Women, Master Men, Master
Women, Grand Master Men, Grand Master Women, Great Grand Master
Men and Great Grand Master Women
· Laser 4.7 Women
The ranking for the different age categories will be extracted from the overall position
in the Laser Standard or Laser Radial without re-calculations (the points remain the
same).
If there are fleets formed and there is more than one start for the Laser Standard or
Laser Radial the ranking for the different age categories will be extracted from the
overall position in the starting group without re-calculations (the points remain the
same).
If he Laser 4.7 fleet (only open to women and all ages 35 years and older together)
start together with the Laser Radial the the ranking will be extracted from the overall
position in the Radial starting fleet without re-calculations (the points remain the
same).
1.15 Men and Women of the same Radial Category will race together. The results for the
category men and category women will be extracted from their overall result of the
corresponding category without recalculation.
14. SUPPORT BOATS
1.16 Coach boats must display their National Flag at all times on the water and will be
restricted from entering the race area during competition.
1.17 Coach boats will be available for charter on a first come, first served basis. Please
apply to the organizers for costs and availability. For this limited service you may
contact the LOA before the 28th of February 2009.
1.18 Boats’ drivers shall provide the Organizing Authority with insurance and driving
license.
1.19 The Organizing Authority has the right to ask coaches, who are alone in their boat, to
take another coach with them.
15. INTERNATIONAL JURY
An International Jury will be appointed in accordance with RRS Appendix N. Its decisions
will be final as provided in rule 70.4. RRS.
16. PRIZES
1.20 Prizes will be awarded by category in accordance with the ILCA Honor Award By-Law
for the following categories, subject to entry numbers:

17. DISCLAIMER OF LIABILITY
1.21 All those taking part in the Event do so at their own risk and responsibility.
1.22 The Organizing Committee or any part involved with the organization of the event
disclaim any and every responsibility whatsoever for loss, damage, injury or
inconvenience that might occur to persons and goods, both ashore and at sea as a
consequence of participation in the races covered by this notice of race and the
sailing instructions.
1.23 Attention is drawn to the RRS Fundamental Rule 4 (Decision to Race), which states
the responsibility for a boat’s decision to participate in a race or to continue racing is
hers alone’.
18. RENTAL OF LASERS
18.1 Laser Performance will supply 40 new Lasers. The charter price is £490 with a
refundable £150 damage deposit. To book a charter boat sailors shall after receiving a
charter code by email, go to:

To register and pay for a new Laser Performance charter boat sailors will need a
charter code. Sailors that declared their interest in a new charter boat before 21
December 2009, up to the limit of 40 boats, will be offered a new charter boat by email
in order of registering, any sailors who have not yet registered their interest with
Cyprus Yachting Association should contact office@laserinternational.org to join the
waiting list.
18.2 Cyprus Yachting Association will also supply Lasers (new, almost new and
used). Boats will be given by first-in, first-served basis. The prices will start from
350€ - 550€ plus 150€ for the damage deposit.
The price for the new and almost new Lasers includes hull, top mast and the correct
bottom mast for their rig choice, boom, rudder and centreboard. The price for the
used Lasers includes hull, mast and boom. Foils are not included.
